UK Councils Intend to Dispose of Community Hubs and Leisure Facilities to Manage Finances

According to a recent study of local authorities, UK councils are planning to offload community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to balance the books.

Increasing Financial Pressures Prompt Asset Sales

The Key Cities Group representing major urban areas in England reported that 60% of local authorities are planning to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have previously come under fire for selling playing fields and land to shore up their finances, but they argue they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition noted that a significant number of authorities seeking to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (60%) of local leaders stated they would focus on service redesigns and utilising savings to manage growing fiscal pressures.”

Detailed Examples of Proposed Disposals

One local authority in Kent announced its asset disposal plan featured the sale of a shopping centre in a local town and a community venue in another town to generate £20m over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for Medway council, will also be sold under the plan.

Local Levy Rises and Broader Fiscal Strains

The survey of local authorities in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to raise council taxes next spring to address the rising cost of essential services, increased rates of homelessness, and a persistent housing shortage.

The authority said it will press ahead with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures require time to deliver both improved services and financial savings,” stated a council leader.

He added: “There are demographic pressures which will persist to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of county councils this week further found council budgets being strained by the growing number of children and adults requiring special educational assistance.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have put off planned reforms to the special educational needs framework until next year after a policy document outlining those changes was recently delayed.

Deprivation and Funding Gaps

According to the most recent indices of deprivation (IMD) for UK local authorities, several participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like several major towns rank in the top 30 across the country under the latest deprivation indices,” noted the report.

“While only a single urban area is among the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The figures highlights the scale of challenges facing local leaders across major urban centers in the coming year,” the analysis added.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that reflects and responds to the real levels of disadvantage and demand,” stated Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the survey found.
