Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-point plan for ending the war appeared – briefly – to have been stabilised. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of conflicting incidents captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: optimistic declarations are issued from multiple capitals. Significant resources is allocated on restraining particular approaches. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is able to track rocket firings from enemy soil, a capacity provided through up-to-date information. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons roared overhead – sophisticated military planes provided to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, most likely delivered by partner states. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly becomes sober acceptance: perhaps the incoming missile won't strike its target this time, preventing destruction from devastation and another blackout.
Ongoing Risks
Following this, a heavy machine gun opened up on a aerial vehicle in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it maintained course toward its destination.
Periodically, this carried on until dawn. Kyiv greeted the daybreak reports: seven people killed, damage and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a reliance that neighboring countries are demonstrably unable to fill in the near term.
Unsuccessful Negotiations
The 28-point plan from Washington provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new proposal from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This trend will, certainly, endure.
Political Considerations
It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is unrealistic to force Russia to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, US leadership does nothing to prevent Kremlin actions, through words or deeds, from thinking that the situation will not change more in its benefit in the near future.
Opposing Positions
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's government remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a total frontline collapse until conditions improve in its benefit.
Existing Situation
Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are becoming relevant: political desires to mediate resolution and secure international recognition, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new plans based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to modify developments, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require ongoing international assistance.
